REHABILITATION AND REINTEGRATION OF CHILDREN AFFECTED BY THE TERRORISM: THE KAZAKHSTAN EXPERIENCE

Abstract
This article addresses the rehabilitation and reintegration of children who have been victims of terrorism in Middle Eastern countries affected by armed conflict. It explores Kazakhstan's experience in providing comprehensive rehabilitation for children returning from areas of terrorist activity. These children, who have endured physical, mental, and emotional violence, require social rehabilitation to aid their recovery and reintegration into society. Effective rehabilitation focuses on re-socialization, re-adaptation, and the restoration of broken social ties, enabling these children to fulfill a constructive role in their communities. The process of religious deradicalization and rehabilitation is particularly complex, akin to overcoming harmful addictions. A significant factor contributing to these challenges is the profound influence of parents on their children’s worldviews, values, beliefs, and behaviors.
The return of compatriots to their homeland presents a multifaceted challenge, encompassing both humanitarian considerations and associated risks. These risks include the potential for religious radicalism to permeate society. This work highlights the significance, objectives, and activities of social rehabilitation as a complex and multifaceted endeavor aimed at safeguarding the social rights of vulnerable children. Such efforts are carried out by both state and non-governmental organizations. The success of rehabilitation initiatives for children affected by terrorism relies on coherent collaboration between state bodies and civil society institutions, as well as the joint efforts of theologians, religious scholars, psychologists, lawyers, social workers, and educators.
Ultimately, the quality of collaboration among all stakeholders not only influences the safety and well-being of these children but also impacts the unity and stability of Kazakh society as a whole, shaping its present and future.
